OneBlock+ is a leading Polkadot-focused developer community in Asia and a globally influential contributor to the ecosystem.We actively collaborate with the Polkadot key contributors on developer education,community growth, and governance initiatives, and serve as a key bridge between the global Polkadot ecosystem and Chinese-speaking builders.
We bring a powerful combination of marketing reach and deep developer networks.
- Our community spans over 40,000 Web3 developers across China and—including 10,000 Solidity engineers and 30,000 Rust developers, with backgrounds ranging from student builders to experienced protocol engineers.
- We’ve helped ecosystems like Solana, Sui, and TON grow their Asia-Pacific developer presence through tailored education, localized content, and community campaigns that reach over 5,000 developers per month.
- In the Polkadot ecosystem, we’ve been active since 2019, running bootcamps, workshops, and hackathons that guide learners into long-term contributors—with over six years of consistent effort and nine consecutive grants from the Polkadot Treasury.This is a report on our work over the past year.You can view the details here!
- We also specialize in making complex technical content accessible—translating not just language, but intent, and designing education flows that match Chinese developer habits and expectations.
As part of our broader efforts,we collaborate with PaperMoon,a trusted content partner,to co-develop educational programs for Chinese-speaking developers.PaperMoon contributes to curriculum design and technical instruction, especially in areas like PolkaVM and smart contract development.
Together, we offer a full-stack developer enablement experience—from community-led learning and mentorship to hands-on building and long-term ecosystem contribution.
2.Key highlights
Our 2025 proposal focuses on a “learn-to-build” approach to grow the Polkadot developer community in China. We aim to guide developers from foundational education to real-world building through structured courses, technical mentorship, and hands-on project experience.
- Structured developer education:
Bootcamps, technical explainers, and live workshops that walk developers from beginner to advanced stages.
- Content & curriculum by PaperMoon:
Designing PolkaVM-focused course modules, technical assignments, and providing active Q&A support.
- Hands-on builder engagement:
Hosting online mini-hackathons and offline hackerhouses to turn learning into shipped projects.
Targeting top institutions (Peking, Fudan, Zhejiang, Shenzhen) to onboard new talent into the Polkadot ecosystem.
Co-developed with DV, core contributors, and Polkadot devs to address real gaps and drive measurable impact.
3.Goals, Key Results,Objectives for this Proposal
After in-depth discussions with the community, DV, core contributors, and developers, we have identified three key strategic directions for the Polkadot China Developer Community in 2025 to drive sustained growth in the Polkadot developer ecosystem in China:
3.1 Scale Developer Adoption (Metrics-Driven Growth)
Goal: Bring more Chinese developers into Polkadot by expanding education access and improving learning outcomes.
- Grow annual participation from 500 → 800 early-stage developers interested in Solidity, Polkadot, and PolkaVM
- Aim for a 30% ecosystem retention rate — developers who continue building within the Polkadot ecosystem post-course
- Enhance course structure and content delivery in collaboration with PaperMoon
- Continuously refine developer outreach and engagement strategies to align with market trends and attract high-potential builders
3.2 Strengthen Ecosystem Networks (Deeper Partnerships)
Goal: Build a sustainable pipeline connecting universities, communities, and tech media to support long-term Polkadot growth.
- Collaborate with top-tier Chinese universities(e.g. Peking, Fudan, Zhejiang, Shenzhen) to offer Polkadot-related courses through blockchain associations and student developer clubs
- Based on audience feedback, deliver targeted technical updates and ecosystem briefings via online events, offline meetups, and curated content drops
- Develop a Web2 developer influencer network(technical KOLs, open-source advocates) to amplify Polkadot’s presence in broader tech communities
- Accurately attract Rust developers to join the Polkadot ecosystem: Establish in-depth cooperation with the Rust CN community (30,000+ developers), and participate in the workshop speech at the Rust China Conf 2025 on behalf of the Polkadot ecosystem to showcase Polkadot's latest technological innovations to Web2 developers and Rust developers.
3.3 Practice-Led Engagement (Lower Barrier, Higher Activity)
Goal: Showcase PolkaVM’s developer-friendliness and increase on-chain activity through accessible, hands-on build experiences.
Replace 2 large-scale hackathons with lightweight, structured practice tracks integrated into the course experience:
- 4 online Mini Build Sprints — guided micro-projects that help developers complete small but meaningful PolkaVM deployments
- 2 offline Hacker Houses — immersive, invite-only coding sessions for committed learners to experiment, iterate, and launch real use cases
- Focus on task completion over competition — let developers gain confidence by shipping actual on-chain deployments
- Track deployment completion rate and PolkaVM contract activity as primary success metrics
- Provide technical advisors to assist developers during each build phase and help them overcome blockers
4.Budget
Through this proposal, OneBlock+ seeks to secure $376,300 USDT in funding from the Polkadot Treasury to support our 2025 plans.
- $222,000 is for Oneblock+'s operating costs in 2025;
- $95,900 is for our partner Papermoon(The course-related costs are based on PaperMoon's standard service structure and previous delivery scope. OneBlock+ reviewed these and included them in the proposal based on their evaluation of value and feasibility. PaperMoon has confirmed to clarify the deliverables, but final overall budgeting decisions are under OneBlock+.);
- $58,400 is used for activity costs and developer bonuses.
