We should value this kind of courage and expertise. It clearly requires skin as thick as a dragon when proposals are this contentious.
This "Small Spender" tip attempts to Create a Multistage Payout Proposal with 3 treasury.spend

This multistage payout mechanism could be used by Big/Medium/Small Spender proposers for meeting time-based milestones or product-based milestones. It can almost certainly can be used for DOT payments as well.
Assuming this passes (and the staged payout mechanics works in Polkadot), we imagine someone could submit a treasury.voidSpend
on the 3rd payment (or 2nd payment). This is not because we believe OnlyDefiGuy doesn't deserve 3000 USDC (we do, because dragon fighting is hard work), but because it is clear the community learning this "voiding skill" can be explored to significant effect.
Or maybe OnlyDefiGuy will fight off enough dragons by then =)

Alright sir, we will issue 2 refs:
(a) one to void the 2nd spend of $2K with treasury.voidSpend
(b) one to void the 3rd spend of $3K with treasury.voidSpend
to see if the community agrees with you. I think you're saying you would vote AYE on both (a)+(b), whereas we would vote AYE on (b) just because we want to test out the crossbow.
Rather than "abusing Polkadot governance", we're making sure treasury.spend and treasury.voidSpend work (as well as track determination logic) so that BOTH
(1) the entire community can do dragon fighting, and
(2) companies are incentivized to deliver products and services in a timely manner
for the good of Polkadot.
We'll take the opportunity to evaluate what dragon fighting is worth as well though. $6K/$7.2MM = 0.083%.
