A small chatbot for the polkadot wiki

I made a chatbot called "PolkaBot" using the data from the polkadot wiki. The bot is available here and currently in an alpha version.

It uses the API provided by openai under the hood and can access some real time data, such as the price of DOT or current staking rate via subscan.io.

If this proposal is approved

• I will contact the polkadot wiki guys and try to integrate the chatbot into the polkadot wiki Fix existing bugs Make the project open source
• There will be maintenance costs which are not part of this proposal. These costs are:
• The fees for running the server (~$15 per month) Costs for the GTP openai API. The cost depends on the amount of people using it Costs for syncing of the polkadot wiki with the chatbot. The bot needs to be updated from time to time to keep up with the information on the wiki page. This process takes around 1h.

I will ask for reimbursement of these fees retrospectively.
