Polkadot Developer Community in China Expansion for 1 Year Operation

This is a proposal from Oneblock+ requesting operational funds for the 2024.

Oneblock+ help more Web2 and Web3 Chinese developers fully understand the technical advantages and latest progress of Polkadot/Kusama/Substrate, and will promote the creation of more than 200 start-up projects based on Polkadot in 2024.

The team has successfully applied for funds from the Polkadot Treasury 8 times (from Gov1 to OpenGov) and all work has been completed with high quality,If you're not familiar with what Oneblock+ is doing, this proposal also offers a story about us.

Why China and Oneblock?

China’s attitude towards web3 is not prohibitive. Many Chinese people work in web3. And now Hong Kong, China strongly supports web3, and many of our mainland users and projects will come to Hong Kong.
What we are doing is not just courses. We attract web2 developers to become interested in Polkadot through technical articles and online event promotions, and then introduce interested developers to Polkadot through courses. Eventually, we will pass Hackathons allow students who have taken courses to create projects. We have held six hackathons in a row and produced more than 300 projects. Many early parallel chain project developers came from us. For example acala, moonbeam, bifrost, manta and so on.
I have also been helping Chinese developers solve their growth problems. For example, I will take them to other countries such as Hong Kong and Singapore to understand the local landing policies. We also help them find jobs/find financing, as well as publicity and Promote their projects.
There are 8 million developers in China, and there is a huge market for us to continue to explore. Very few have joined web3 and Polkadot. And now is the best time, because Chinese web2 companies are laying off a large number of employees, and these developers are facing survival problems. They really want to join web3, but they need a course/an activity to guide them how to join, please believe me, Chinese developers are the most hard-working, best-used and most cost-effective group of people. I will work hard to continue to expand web2 developers. We are also the only team that has been building the Polkadot Chinese developer community until now.I hope to bring more fresh blood to Polkadot.
