Please note this is an experimental referendum, the beneficiary of this proposal is the treasury itself so no money is actually going to change hands
The purpose of this referendum is for the community to determine if they're willing to spend an amount up to 100k DOT in order to have an inscriptions generation and marketplace
You vote yes or no based on if you think it's worth spending that amount on the project
At the same time developers and teams can apply and basically submit their offer, it doesn't have to be 100k, it can be less, this is basically a competitive tender, you show to the community what you can deliver and the price using the comments
At the end of the referendum if it is positive a discussion will happen and then one of the teams can submit an actual referendum with themselves as beneficiary to get the payment and start developing
