Treasury Proposal: DOT liquidity loan for Bifrost DOT liquid staking token (vDOT) to be returned + DOT Staking rewards to Polkadot Treasury

Bifrost is independently applying to the Polkadot treasury for this 1 year liquidity 500k DOT loan. The loan will be repaid in full with staking rewards to the Polkadot treasury.
