Removing `pallet_sudo` from LAOS

For the past month, our community has successfully operated solely under our decentralized governance system, with the pallet_sudo not being involved in any decisions.

Proposal

Given this proven track record, I propose we remove pallet_sudo from our runtime entirely. This move will:

• Enhance Decentralization: Fully commit to community-driven governance.
• Improve Security: Eliminate a centralized control point, reducing potential risks.

Conclusion

The success of our governance system over the last month makes it clear that the centralized pallet_sudo is no longer needed. I look forward to a productive discussion on finalizing this transition.
