OpenGov - update and lock down proposals

Hello community!

I hope the below are valid and useful, I was not sure which track to use for the below.

Lock proposals and attachments:
OpenGov should lock the proposals and documents provided to the community once the ref passes. Currently the proposal page can be edited by the original poster, which should not be allowed (there is no valid reason to allow any edits after it passes). Attachments should be displayed or saved on chain for record keeping.

Currently the original curators list and DOT market price at the time of submission have been removed from Bounty #33 and no reference point available.

Vote validation:
If a bounty or referendum requires the approval of X out of Y curators, OpenGov checks the count is correct, but it does not validate the votes by confirming all votes were from the approved curators.

Hope this is helpful.

Cheers
