Increasing Max Number of Nomination Pools

The proposal aims to lift the limits imposed on the nomination pools, which limited the number of nomination pools to 64 in Polkadot, preventing any potential risk if there had been any bugs or issues with the launch. Given that everything works as expected, the new limits are to be increased to 128 total pools.
