#16·Authorize LAOS Runtime Upgrade to 2800

This proposal requests approval to upgrade the LAOS Runtime from 2700 to 2800. This new release (v0.28.0) introduces several improvements and fixes, detailed below.

Key Changes in v0.28.0

• Add Bootnode with WSS to Chain Specs
  Introduces secure WebSocket endpoints for node discovery, enabling the usage of light clients on the network.

• Add Technical Committee Origin to Preimage ManagerOrigin
  Governance on-chain is expanded to allow the Technical Committee to manage preimages (for example, those related to proposals).

• Fix Warp Sync
  Addresses syncing issues to help nodes synchronize more reliably and quickly.
